SAFER tackles one of today’s most urgent issues: the growing impact of floods, landslides, storms, wildfires, and coastal erosion in Southern Italy and Greece. These areas are among Europe’s most exposed to climate risks, with communities, infrastructures, and economies increasingly under threat.
SAFER’s mission is simple yet powerful: anticipate, alert, and prepare.
To anticipate, the project will create the SAFER Observatory: a cross-border hub where experts, local authorities, and researchers share data, models, and knowledge to better understand hazards before they strike.
To alert, it will launch the SAFER Platform and Decision Support System, combining artificial intelligence, real-time monitoring, and pilot testing in Apulia, Calabria, Basilicata, and Ithaca to provide early warnings and guide smart decisions.
To prepare, SAFER will design guidelines, policies, and a practical toolkit, alongside training for professionals and awareness activities for citizens, ensuring that both institutions and communities know how to act when danger comes.
The outcomes will be tangible: an operational early warning and decision-making system; a shared knowledge hub linking institutions across borders; clear adaptation guidelines; and skilled professionals and citizens ready to face crises.
At its heart, SAFER means protection: for people, for places, for the future. Through innovation and cooperation, it delivers practical tools today while shaping a legacy of resilience that other regions across Europe can follow tomorrow.

Il progetto SAFER si occupa delle tematiche inerenti l'emergenza dei nostri tempi l'mpatto della crici crisilimatica e delle catastrofi naturali come alluvioni, frane, tempeste, incendi boschivi ed erosione costiera nei territori dell'Italia meridionale e in Grecia. Queste aree sono tra le più esposte in Europa ai rischi climatici, con comunità, infrastrutture ed economie sempre più minacciate.
La missione di SAFER è semplice ma decisiva: anticipare, allertare e prepararsi.
Per anticipare, il progetto creerà l'Osservatorio SAFER: un hub transfrontaliero in cui esperti, autorità locali e ricercatori condivideranno dati, modelli e conoscenze per comprendere meglio i pericoli prima che si manifestino.
Per allertare, lancerà la Piattaforma SAFER e il Sistema di Supporto alle Decisioni, che combineranno intelligenza artificiale, monitoraggio in tempo reale e test pilota in Puglia, Calabria, Basilicata e Itaca per fornire allarmi tempestivi e guidare decisioni intelligenti.
Per prepararsi, SAFER elaborerà linee guida, politiche e un kit di strumenti pratici, oltre a corsi di formazione per professionisti e attività di sensibilizzazione per i cittadini, garantendo che sia le istituzioni che le comunità sappiano come agire in caso di pericolo.
Obiettivi Target: un sistema operativo di allerta precoce e di supporto alle decisioni; un polo di conoscenze condivise che collega istituzioni transfrontaliere; linee guida chiare per l'adattamento; e professionisti qualificati e cittadini pronti ad affrontare le crisi.
In sostanza, SAFER significa protezione: per le persone, per i luoghi, per il futuro. Attraverso l'innovazione e la cooperazione, fornisce strumenti concreti oggi, plasmando al contempo un'eredità di resilienza che altre regioni europee potranno seguire domani.
